Mandate and context
In the face of intensifying global competition in quantum technologies, DistriQ and its partners engaged Volume10 to lead a strategic study aimed at positioning Québec as a future industrial leader in the sector. The objective was to develop a rigorous ecosystem assessment, identify high-impact strategic levers, and propose a concrete roadmap to build a shared vision, strengthen public–private alignment, and accelerate Québec’s integration into global industrial value chains. The work also aimed to equip decision-makers with tools to guide investments, structure collaborations, and clarify the role of key institutions in the sector’s development.
Implementation and solutions
Rigorous methodology. Over 50 interviews were conducted with experts from academia, industry, finance, and government. The analysis drew on evidence-based data, an in-depth strategic review, and international benchmarking. Ecosystem consultation. The entire quantum value chain was engaged at multiple stages, notably through a multi-stakeholder workshop and weekly working committees. International comparison. Two study missions — in the Netherlands and in France — helped document best practices in industrialization, governance, and sector attractiveness.
Impact and outcomes
The study established a common language and a coherent action plan to structure Québec’s quantum ecosystem. It informed strategic thinking within the MEIE, Investissement Québec, and other industry stakeholders, while reinforcing Québec’s credibility on both the Canadian and international stages. It positions Québec as a high-potential quantum hub—capable of attracting talent, structuring ambitious projects, and accelerating value creation in a strategically critical sector.
